State Leadership

In Alpha, we refer to our state leadership as Districts.

The District of Minnesota is one of thirteen districts in the Midwestern Region of Alpha Phi Alpha Fraternity, Incorporated. As such, the District 
implements and organizes fraternal initiatives, p
rograms and efforts across alumni and collegiate chapters in the State of Minnesota, including relationship building with colleges and universities, corporations, non-profit organizations, foundations, and other entities whose work support the mission, objectives and aims of Alpha Phi Fraternity, Inc. and its Midwestern Region.

Currently, the District includes two chapters, both of which were founded on the same day, thirty-four years apart, Friday, April 12 in their respective years, Mu (1912) and Gamma Xi Lambda (1946). 
​

The District is led by the District Director (alumni member), the Assistant District Director (collegiate member) and the Executive Director with assistance from other appointed members of the Leadership Team

BRO. DISTRICT DIRECTOR CARLOS SNEED
​

Brother Carlos D. Sneed was elected to serve as Minnesota District Director in March 2025. Bro. Sneed was initiated into the Fraternity through Gamma Xi Lambda on April 18, 2015. Since crossing the sands into Alpha, he has served in several key positions in GXL, including Director of Education (2015-2016), Vice President (2016-2018), President (2018-2022), Chapter Dean (several times), Dean of Membership (2022-2024), and other committee involvement in the Midwestern Region of Alpha Phi Alpha Fraternity, Inc., and the Raymond W. Cannon Education Foundation (2015-present).

Professionally, Bro. Sneed has over 30 years experience as college student affairs administrator, including currently serving as Associate Vice President/Associate Dean of Students at Hamline University, and other positions at Washington University and the University of Wisconsin-River Falls. A proud southerner, Bro. Sneed hails from Clarksville, Tennessee. He received his bachelor's degree in Psychology and Afro- and African American Studies at Washington University (MO) and his master's degree in Higher Education and Student Affairs from Bowling Green State University (OH).

Bro. Assistant District Director Jayden Montez

Brother Jayden Montez was elected to serve as the Assistant District Director for Minnesota in April 2025. Bro. Montez was initiated into Alpha Phi Alpha through the Mighty Mu chapter on March 2, 2025.  In addition to being Assistant District Director, Bro. Montez also serves as the Vice President of Mu Chapter.  He is particularly proud to have become a member of the Fraternity through the District of Minnesota, following in the footsteps of his father, Bro. Antonio Montez (GXL,  Spring ‘08) who also served as his Chief Dean.

Bro. Jayden Montez was born and raised in St.Paul, MN. Two little known facts about Bro. Montez are that he participated in the ACT Prep Program and received the Raymond W. Cannon Scholarship as a high school student. He is a Junior at Augsburg University where he is majoring in data science and minoring in computer science with an anticipated graduation date of Fall 2026.

After graduation, he plans on becoming a data analyst and possibly getting a masters degree in data science. and can't wait to do the work of Alpha for many years to come.

Bro. Executive Director Frantz Joseph

Bro. Frantz B. Joseph was appointed to serve as the Executive Director for the District of Minnesota in March 2025. He was initiated into Alpha Phi Alpha Fraternity, Inc. through Gamma Xi Lambda Chapter on April 9th, 2019.  He served as the Director of Education (2029-2024), NPHC representative (2019-2022). chaired Gamma Xi Lambda’s Friends and Family Cookout (2022–2025) and was a member of the planning committee for the chapter's fundraiser events at the Dakota (2021–2025). Bro. Joseph also served as a member of the Raymond W. Cannon Foundation Board of Directors (2023–2025).

A native of Haiti, Bro. Joseph emigrated to the United States in 2009 and has since established himself as both a leader in the fraternity and a professional in his field. He earned a Bachelor of Science in Biology from Minnesota State University Moorhead, and three masters degrees in Business Administration (Hamline University), Environmental Science (Southern Illinois University Edwardsville), and Civil Engineering (University of Minnesota-Twin Cities). Currently, Bro. Joseph is employed as an Environmental Engineer with Hazen and Sawyer (St. Paul, Minnesota), where he contributes to water and environmental engineering projects, drawing on his expertise in both science and engineering to develop sustainable solutions that benefit local communities.
